Management Consulting 1 Division (BPP1) functions are :
1. To plan, coordinate and implement consulting / advisory services related to Organizational Strategic Plan, Risk Management, Change Management and Business Process Reengineering (BPR).
2. To plan, formulate, review and develop policies / circulars, management tools and modules / guidelines for Organizational Strategic Plan, Risk Management, Change Management, Business Process Reengineering (BPR), work systems, processes and procedures.
3. Monitor the production of documents / products after consulting services ended and their implementation for the purpose of validation and continuous improvement.
4. Institutionalize structured knowledge and practices related to change management.
There are THREE (3) sections in this Division which perform their respective functions as below:
Management Transformation Section 1
1. Plan, coordinate and implement consulting / advisory services related to the Organizational Strategic Plan and Risk Management Plan to the applying agency through an appointed consulting group (initial discussion / pre workshop / workshop / talk / briefing);
2. Prepare consulting services report on the Organizational Strategic Plan and Risk Management Plan by the appointed group of consultants;
3. Monitor the production of documents / products after consulting services ended and their implementation for the purpose of validation and continuous improvement; and;
4. Review and improve the Public Sector Organization Strategic Plan (PSOSA) Development Guide and the public sector risk plan development guide.
Management Transformation Section 2
3. Monitor the results of BPR consulting services and their implementation for the purpose of validation and
continuous improvement; and
4. Review and improve existingcirculars related to BPR.
Management Transformation Section 3
1. Provision of a change management methodology which explains structured processes, techniques and
activities needed for managing change in the public sector;
2. Continuous engagement with public agencies to validate and improve the public sector’s change management methodology, toolkit of guidance, checklists and templates
3. Identification of potential change initiatives and prioritisation, analysis and recommendations for managing change at project and/or organisational level;
4. Capacity building of public sector’s change management practitioners to lead and manage change initiatives;
5. Provision of change management consultancy service (support, guidance and advice) and facilitate solutions to issues that impede the progress of change at organisation and/or project level due to mind set blocks, limiting beliefs and lack of critical behaviour;
6. Implementation of selected change management projects in MAMPU.
