Originated from a Cabinet decision, the Malaysian Public Sector OSS Master Plan was launched on 16 July 2004 to encourage and enhance Open Source Software (OSS) usage within the Public Sector. This is to ensure effective and safe implementation of the initiative. Phase I of the Master Plan which took two years has ended successfully. The Master Plan has entered Phase II – Accelerated Adoption on 12 June 2007 with full endeavor to accelerate OSS usage throughout the whole Public Sector.
The objectives of this initiative are:
- To reduce the total cost of ownership
- To increase freedom of choice in software usage
- To increase interoperability among systems
- To increase the growth of the ICT industry
- To increase the growth of the OSS industry
- To increase the growth of the OSS users and developer community
- To increase the growth of knowledge-based society
- To reduce digital divide
The Open Source Competency Centre (OSCC),was established as a single point of reference for the implementation of OSS in the Public Sector. The OSCC aims to facilitate, coordinate and monitor OSS implementation in the Public Sector.
