This secular is aimed to guide government agencies in preparing a comprehensive myPortfolio; to be used as a human resource management tool towards driving the effectiveness of civil service delivery to greater heights.
Malaysian Administrative Modernisation and Management Planning Unit of the Prime Minister’s Department produced Pekeliling Kemajuan Pentadbiran Awam (PKPA) Bilangan 8 Tahun 1991: Panduan Mengenai Manual Prosedur Kerja dan Fail Meja as a guide to prepare documents related to standard working procedures comprising processes, procedures and responsibilities for the government agencies as well as employees. This initiative ensures error-free works, and thus enhance seamless public service delivery.
This circular was revised and improvised based on recent trends and taking into account the current challenges and scenario at the national and international level such as digital technology wave, citizens expectation, millennial domination and Fourth Industrial Revolution. Hence, the PKPA Bil 4 Tahun 2018 myPortfolio: Panduan Kerja Sektor Awam was drawn up as a new approach in handling works and responsibilities in a more orderly and comprehensive manner in government agencies. Head of Departments can use this circular as a strategic tool in human resources management.
In order to strengthen the implementation of the work guide, this PKPA focuses on these two main elements:
i. myPortfolio concept; and
4. myPortfolio Concept
myPortfolio is a knowledge management method which focuses on empowering mental ability of every civil servant to excel in a learning organization framework. Besides explaining the reasons behind any job creation, myPortfolio also details standard work processes and work guide in performing tasks related to a specific post in an organization.
i. myPortfolio is a formal reference document at the post and agency level;
ii. Each post in a government agency should have a myPortfolio including vacant post;
iii. myPortfolio is based on job scope and responsibilities of the post; and
iv. myPortfolio consist of information, guide and references in handling a task associated with the post.
5. myPortfolio Improvisation
This guide introduces a new element, abolishes three (3) component and improvises seven (7) aspects from the previous Fail Meja. Therefore, there are altogether ten (10) new components that are essential as a guide for civil service employees in performing their task. These 10 components are shown as below.
