Introduction

Big Data (Big Data) is an information boom that coincides with the growth of the mobile and internet data usage ecosystem. Various types of structured and unstructured data from social media such as blogs, facebook, twitter have supported the growth of Big Data, diverse, unlimited and valuable (volume, variety, velocity, value) up to terabytes and petabytes of data. The development of the Big Data phenomenon and the availability of technology has driven the growth of new innovations and opened up space for Government and Private agencies to improve the quality of services to the people. In this regard, the MSC Malaysia (ICM) Implementation Council Meeting No. 25 on 14 November 2013 announced that the Ministry of Multimedia Communications Malaysia (KKMM) in collaboration with MAMPU and Malaysia Digital Economy Corporation (MDEC) is leading the implementation of Big Data Analytic (BDA) Malaysia. The meeting also agreed that KKMM in collaboration with MAMPU and MDEC to develop the Malaysian Public Data Framework, MAMPU leads the Public Sector BDA initiative and MDEC leads the Private Sector BDA initiative.

Objective

1. Improve the delivery of government-based data analytics services.
2. Optimize the use and sharing of data to cultivate citizen-centric data product creation innovation (citizen centric).
3. Develop the competencies of civil servants in the field of data science.

Benefits

1. Enhance and improve the landscape of the Public Sector ICT environment by leveraging the agency’s existing data assets as well as integrating new data sources.
2. Assist the Government in formulating policies, making strategic plans and decisions more accurately and effectively based on facts and the production of information analysis.
3. Reduce the silo environment through stronger inter-agency collaboration in data / information sharing and decision making.
4. Predict future requests or needs to help the Government act faster in making accurate and effective decisions.
5. Boost government service innovation and data product generation.

The implementation of the DRSA Project uses two (2) main approaches namely:

i) Coaching
Guide agencies in the field of data science, identify business cases and develop data products.

ii) Third Party
The company identifies agency business cases and develops data products.

Services

The DRSA initiative benefits the Public Sector by providing the following services:

1. The platform provides Big Data Analytics (BDA) Solution for ministries / agencies that want to implement data analysis.

2. The DRSA Framework explains the direction and strategic planning of the implementation of public data analytics among Public Sector agencies.

3. Methodology describes the processes / activities that need to be implemented in the development of data analysis, namely Business Understanding, Definition of Needs, Procurement and Exploration of Data, Development of Analysis Models, Development of Data Products, Transition to Production and Monitoring.

4. The DRSA Implementation Guidelines (aDRSA) provide guidance to Public Sector agencies to implement public data analysis according to best practice which is guided by the DRSA Framework, Motodology and Governance to increase productivity and efficiency of public services.

5. DRSA Governance ensures that the implementation direction of DRSA has an impact on the transformation of the government service delivery system as well as saving government costs as a result of data sharing and infrastructure.

6. Consulting Services assist / advise agencies in data analytics development including hardware information, software and implementation methods.

7. Development of competencies to build skills and expertise in fields related to Big Data analytics such as scientiest data, data miner, modeler data and so on.

The implementation of the DRSA Project is the starting point to drive the implementation of DRSA in Government agencies. The implementation of DRSA is expected to enhance the Government’s ability to make decisions based on facts and data, local talent development and at the same time respond to the critical needs of the country’s transformation agenda.
