Introduction and Terms of Reference

The Public Sector Modernisation and Digitisation Committee (Jawatankuasa Pemodenan dan Pendigitalan Sektor Awam (JPPSA)) was established to enable a governance mechanism for the implementation and monitoring of modernisation and digitisation initiatives at the Public Sector level. JPPSA engages in improvements to current governance by replacing the Government IT and Internet Committee (Jawatankuasa IT dan Internet Kerajaan (JITIK)) and Humanising the Public Service Panel (Panel Merakyatkan Perkhidmatan Awam (MPA)) besides strengthening the mechanism for monitoring public sector ICT projects through the reporting of the Public Sector ICT Project Monitoring Committee (Jawatankuasa Pemantauan Projek ICT Sektor Awam (JPPI)) directly to JPPSA. The first JPPSA meeting in 2019, chaired by the Secretary General was held on 16th of August 2019.


The JPPSA terms of reference are as the following:


1. To establish vision, policy, strategy and direction for the development and implementation of public sector digitalisation and digital innovation;

2. To review regulation and legislation pertaining to government processes and procedures to modernise and digitalise government services and to support             fast decision making;

3. To drive innovative and creative modernisation and digitalisation initiatives across Public Sector agencies in line with new technology;

4. To identify and resolve issues and problems in the implementation of modernisation and digitalisation programmes/projects to ensure its achieves the target planned;

5. To coordinates and monitors the implementation of modernisation and digitalisation programmes /projects in the Public Sector inclusive of data driven Government initiatives, online services, cashless transactions, e-commerce and IR4.0 technology; and

6. To continuously increase digital competency aligned with the public sector modernisation and digitalisation goals.
